Ex-Im Bank is an independent U.S. government agency that helps finance the export of U.S. goods and services throughout the world by providing, among other things, export credit insurance.
There are at least two ways the Ex-Im Bank program helps both the Seller and Buyer:
Not at all. For approval of up to USD$100,000 in credit, the buyer is responsible for getting a one-page trade reference completed (see sample below) and possibly a one-page credit reference from your bank (also see sample below). The trade reference must come from a company located in the United States with whom the Buyer has done business with in the past. If the Buyer does not have a US-based trade reference, He/She can submit one from another place like Africa, Asia, North, South America, Europe, and Australia.
Yes, the United States Manufacturers must pay interest to their bank in the amount of the advance payment it receives. Also they must pay an insurance premium to the Ex-Im Bank in the amount of the Buyer’s invoice. This premium amount will vary depending upon payment terms (longer payment terms have a higher premium). Some United States Manufacturers will pass these costs on to the Buyer in the following way: On the Buyer’s invoice, He/She will see a separate charge called Handling/Agency Fees. This fee will be calculated at the appropriate rate (typically 1.5-2.5% of the total invoice), multiplied by the number of months the Buyer has until payment is due (note that the United States Manufacturers will not list any interest expense as a line item on your invoice). This handling/agency fee is the only cost you will incur for the Ex-Im Bank program.
Yes, any companies in Africa, Asia, South America, Europe, and Australia can apply for the Ex-Im Bank program. The companies must submit satisfactory trade reference and banking information as previously mentioned. Ex-Im Bank makes the final decision on which companies can join the program, based upon the information submitted.
For certain transactions involving capital equipment, Ex-Im Bank supports medium-term financing for up to 3 years and perhaps longer. The Buyer is required to provide several years of financial statements, a bank reference, trade references, and an international credit report, among other information. Once everything is put together in a way that Ex-Im Bank finds acceptable, the typical approval process takes about four months. Because U.S. Manufacturers or companies participating in the Export Import Bank (EX-IM Bank) program are already using the Ex-Im Bank program for the most part the application to the Ex-Im Bank program will be handled quickly. Once the Buyer has been in the program and has completed several transactions, it may be possible to increase credit limits, payment terms, or both with very little extra effort.
